    Context:

    Under the overall guidance of the IOM Algeria Chief of Mission, direct supervision of the Head of Programmes, and in coordination with IBM and Migrant Protection and Assistance Division (MPA) Regional Thematic Specialists (RTS) and departments at Headquarters (HQ), the successful candidate will be responsible for the coordination and implementation of the Country office’s Immigration and Border Management activities, including compliance to administrative and programmatic procedures and reporting.

    Core Functions / Responsibilities:

  • Provide technical information and guidance on migration management, specifically counter-migrant smuggling and counter-trafficking, including capacity building, training, and general support to the Country Office

  • Contribute to the development and coordinate the implementation of the Country office Immigration and border management portfolio.

  • Provide technical support, monitor and supervise the implementation of IBM projects; supervise staff, checking that appropriate structures, effective communication channels and internal processes are in place for the transparent and smooth implementation of activities in line with IOM rules and regulations.

  • Support coordination and effective communication with relevant regional thematic specialists (IBM and MPA) and HQ Department of Immigration and Border Management with the aim of ensuring up to date institutional coherence of local IBM programming and promoting regular exchange of good practices.

  • In close coordination with the national Policy and Liaison Officer, liaise with government ministries, local authorities, academic and private sectors, implementing partners, UN agencies and other stakeholders at the technical level to encourage dialogue, information- sharing and cooperation among government and non-governmental actors.

  • In close coordination with the Head of Programmes, research and recommend programming priorities in the area of migration management, with a focus on immigration and border management, and contribute to the development of an IBM strategy in close consultation with concerned Governments and the IOM missions and Regional Offices.

  • Contribute to the development of project proposals and corresponding financial requirements within the relevant thematic areas; monitor and coordinate reporting obligations according to IOM, donor procedures and timetables; provide information on embedding feasible risk mitigation measures in project development processes in close cooperation with the Project Support Unit, and coordinate the review, endorsement and submission of proposals, as necessary.

  • Draft unit progress reports, briefing notes and concept papers on key thematic areas to support the Unit’s engagement with relevant stakeholders and dissemination of key findings to inform programmatic decisions and institutional processes.

  • Participate in the development and delivery of quality thematic training/workshops to government and partners as required.

  • In coordination with the programme team, participate in information management on programme related activities, including project awareness raising and visibility, regular updates, summaries, press releases and other relevant materials, in close coordination with the donor and IOM’s Public Information Department.

  • Participate in IBM conferences, workshops and meetings related to the thematic area of expertise as required.

  • Perform such other duties as may be assigned.

  • Required Qualifications and Experience:

    Education

    • Master’s degree in Political Science, Social Science, Statistics, Evaluation development, Management, Migration Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above field with four years of relevant professional experience.

    Experience

    • Experience in the field of migration governance and immigration and border management in particular. Prior experience in the field of counter migrant smuggling or counter-trafficking a distinct advantage;

    • Experience in liaising with governmental authorities, national/international institutions and NGOs on matters related to migration issues and overall work and mandate of IOM is desirable;

    • Experience working in the development, policing, security sector and/or humanitarian fields;

    • Experience in human rights and migrant protection a distinct advantage;

    • Experience in working on or in the MENA region an advantage;

    • Experience developing training material and developing trainings an advantage; and,

    • Experience in programme implementation and administrative and financial support, particularly in the fields of migration and technical cooperation.

    Skills

    • Good written and oral communication skills, effective in representation and liaison with external parties (required);

    • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail (required);

    • Good interpersonal and problem-solving skills (required);

    • Flexibility in working overtime when needed (required);

    Languages

    IOM’s official languages are English, French, and Spanish.

    External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

    For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

    Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
